For generations, keeping track of caffeine was relatively simple. There was coffee in the morning, perhaps another cup after lunch, tea in the afternoon and the occasional soda. Nobody needed a calculator. That has changed: caffeine now turns up in energy drinks and protein bars, chewing gum and supplements, ice cream and other products where consumers may not instinctively look for it. Even within familiar categories, the amount can vary enormously. According to the Food and Drug Administration, a 12-ounce brewed coffee can contain anywhere from 113 to 247 milligrams of caffeine, while the same volume of an energy drink can range from 41 to 246 milligrams.
Yet there is a surprisingly basic piece of information that federal labeling rules do not always require manufacturers to provide: exactly how many milligrams of caffeine are in the product.
The FDA wants to take a closer look at that. Among the priorities of its Human Foods Program for 2026 is new draft guidance on caffeine labeling, intended to highlight industry best practices for disclosing added caffeine not only on packaged foods and beverages, but also in restaurants and other retail settings. The agency formally added “Labeling Caffeine Content in Foods and Beverages” to its guidance agenda in June.
The distinction between containing caffeine and telling consumers how much caffeine is important. Under current federal requirements, when caffeine is added to a packaged food as a stand-alone ingredient, it must appear in the ingredient list. But manufacturers are not generally required to state the quantity of caffeine on the label, although many do so voluntarily. If the caffeine occurs naturally in an ingredient such as chocolate, coffee or tea, caffeine itself does not have to appear separately in the ingredient list. Restaurants are not federally required to disclose caffeine quantities either.
For most healthy adults, the FDA cites 400 milligrams a day as an amount not generally associated with negative effects, although sensitivity varies considerably. Body weight, medications, medical conditions and individual metabolism can all influence how someone responds. Too much caffeine can produce insomnia, anxiety, jitters, nausea, headache, increased heart rate and heart palpitations.
Four hundred milligrams is also easier to reach than many people might assume. Two 12-ounce coffees at the upper end of the FDA's typical range could already exceed it. That does not mean coffee itself is dangerous or that 400 milligrams represents a precise threshold at which caffeine suddenly becomes harmful. It means that a consumer trying to stay around that level needs to know what is actually being consumed.
There are other sources of confusion. “Decaffeinated,” for example, does not mean caffeine-free: the FDA says an eight-ounce cup of decaf coffee typically contains about 2 to 15 milligrams. And the agency makes no safety distinction between caffeine naturally present in coffee or tea and caffeine added to another product; the body handles the stimulant in the same way.
At the extreme end of the market, caffeine can become considerably more dangerous. The FDA has taken action against pure and highly concentrated caffeine products, some of which contain enormous doses in very small quantities. The agency estimates that rapid consumption of around 1,200 milligrams can produce toxic effects such as seizures, while a single teaspoon of pure powdered caffeine can contain roughly as much caffeine as 28 cups of coffee. At least two deaths in the United States have been linked to pure or highly concentrated caffeine products.
Those products are far removed from an ordinary latte. But they illustrate why dosage matters. The FDA has not yet said exactly what its new caffeine-labeling guidance will recommend, and guidance is not the same as a legally binding regulation. For now, the initiative is better understood as recognition that the way Americans consume caffeine has changed.
Coffee still comes with a cultural shorthand. We know it contains caffeine, and most of us have at least an intuitive sense that an espresso at dinner might keep us awake. A caffeinated protein bar, flavored water, energy drink or restaurant beverage does not necessarily come with the same intuition. As caffeine spreads across the modern food supply, asking consumers simply to “watch their caffeine intake” becomes less useful if they cannot easily determine what that intake is.
